GLOUCESTERSHIRE County Council has appointed its first ever female leader, marking a historic moment for the county and a significant shift in political direction.
Liberal Democrat councillor Lisa Spivey (South Cerney) was formally elected at the council’s annual meeting on Tuesday, May 21. She is also the first Liberal Democrat to hold the post.
Cllr Colin Hay nominated Cllr Spivey for the leadership, praising her energy and collaborative approach: “I am really proud. I know she will bring the enthusiasm that I think this council needs in moving forward. It’s great. It brings a more collegiate style of leadership.
“It’s a difficult time with all sorts going on. I have absolute confidence that Lisa and her style of working will be the right one.”
Green councillor Chloe Turner seconded the nomination, echoing support for a more cooperative style of leadership.
Cllr Spivey’s election was met with a standing ovation from the Liberal Democrat group and applause from most members in the chamber.
In her first speech as leader, Cllr Spivey said: “It’s official! I’m deeply honoured to have been elected as the first-ever Liberal Democrat, and the first woman, to lead Gloucestershire County Council.
This is a historic moment, and I’m incredibly proud to lead our county in this role.
“It’s a privilege to serve, and I’m committed to working hard to try and fix many of the issues that require urgent attention — from roads to care. Gloucestershire voted decisively for change and change is what we’ll deliver.”
Among her top priorities are improving services for vulnerable children, clearing clutter from highway verges, and reducing speed limits to make towns and villages safer for walking and cycling.
Cllr Spivey’s election ushers in a new era of leadership at Shire Hall, as the council begins a new four-year term with promises of reform and a more inclusive approach to decision-making.
