Two Rivers Housing has appointed Kevin Bennett as its new chief executive officer.
Kevin joins Two Rivers Housing from Housing Plus Group, where he held the position of regional director for the west region overseeing a broad portfolio of services including repairs, maintenance, housing, and estate management.
Prior to this he was chief executive officer of Tai Calon Community Housing Limited where he led the organisation through a period of change, working with key stakeholders to create a new strategic vision, strengthen culture and recruiting a new chair.
He has also held senior positions at Bromford where he was director of localities and customer experience, and Solihull Community Housing as executive director of customer service transformation and business support.
Throughout his career, Kevin has focused on improving customer experience and operational performance, leading teams through periods of critical change and embedding best practice across the organisation. He’s committed to making a difference in his community and is a Trustee Board Member of Move More – a charity that inspires children across Gloucestershire to live healthy, active lifestyles.

I am confident that under Kevin’s leadership Two Rivers Housing will continue to thrive and ensure that every one of our tenants has a warm, safe, affordable home.”
Kevin, who will join Two Rivers Housing in the summer, added: “It’s a privilege to be joining Two Rivers Housing as Chief Executive. Being a strong advocate for customers has shaped my career, and that same commitment runs through the heart of this organisation.
“Living in Tewkesbury, I feel a strong connection to the communities we serve across Gloucestershire and Herefordshire. I’m excited to meet tenants and colleagues, and to build on the progress Hayley and the team have made as we continue delivering warm, safe, affordable homes for local people.”
Kevin will replace Hayley Selway, who announced in January that she will step down as Chief Executive to take on a major consultancy role in June 2026.
The Two Rivers Housing Group provides affordable housing for more than 4,600 families in the Forest of Dean and Gloucestershire. The Group pledged to build 1,000 new affordable homes in the local area between 2018 and 2028. As of 31 March 2024, it had built 687 and remains on target to deliver its pledge.
In 2020, the Group received its largest ever private investment, securing £130m to help fund its development programme and invest in its homes and neighbourhoods. It has since also secured ECO4 funding, saw it complete energy improvement work in a further 200 homes.
