Picket lines sprang up and schools closed as hundreds of workers joined the biggest strike in a generation.
Most of the Forest's primary schools, all six secondary schools and the Royal Forest of Dean campus of Gloucestershire College closed.
But despite walkouts by staff, schools appeared to be the only public sector services to close down completely.
Community hospitals, GP surgeries, leisure centres, libraries, council offices and police stations remained open for business.
