CINDERFORD slid into the bottom three after conceding a killer try two minutes from time.
Otley leapfrogged above them in the National One standings.
Ironically, the Foresters were attacking on the Otley line late in the game when they got turned over.
Mark Davies lost the ball in contact and a hopeful grubber kick was not dealt with by Cinderford's defence.
James Twomey picked up the loose ball to gleefully race over from halfway.
Otley had the better of the early exchanges and went ahead when outside-half Jervis Manupenu kicked a penalty.
A strong run from Otley centre Joe Barker then set up an attacking line-out and Jamie Sutton was driven over the line for a try, which Manupenu converted.
Cinderford ended the first-half strongly and went close to scoring on a couple of occasions.
Their revival continued in the second-half and a perfectly weighted kick through the home defence by Mark Davies enabled centre Kyle Palm to race through and score.
Davies landed the conversion and dropped a goal soon after to level things up at 10-10.
Otley raised their game, however, and Manupenu restored their lead with his second penalty.
It was also his clearance kick in injury-time that set up winger Twomey for the decisive last-gasp touchdown.
With so much at stake, it was no surprise that tempers boiled over occasionally.
Cinderford had winger Matt Betty sin-binned in the first-half, with Dave McKee also receiving a yellow card, along with Otley prop Jon McMillan, following a fight on 66 minutes.
Three of Cinderford's next four games are at home and they desperately need to end their losing streak.
They play Tynedale at home this Saturday (2pm), then go to Stourbridge on December 4.
On December 11, Sedgley Park visit Dockham Road for a crunch relegation encounter, with Cambridge coming to town on December 18.
