More than 850 properties in the Forest have been empty for more than six months.
The council is writing to the owners because they want to bring them back into use.
Letters and questionnaires have been sent out so the council can gather information and decide on a policy to deal with empty homes.
Councillor Brian Robinson, cabinet member for efficient council and planning, said empty homes are an important issue for the community.
"Properties that are left empty for a long period of time are a wasted resource and tend to fall into disrepair," he said.
"They may become targets for vandalism and anti-social behaviour and are often eyesores in the community causing distress to neighbours.
"Through this work the council is aiming to reduce the number of long-term empty homes across the district and provide more housing opportunities."
Lorraine Drew, private sector housing manager, urged anyone who receives a letter to fill in the questionnaire and send it back.
"If anyone has an empty property which they are interested in bringing back into use please contact me as the council maybe able to provide help and advice to do this," she added.
